From early 1999 until late in 2001 the Internet Societal Task Force was a project examining societal issues within the Internet Society. ISTF was dissolved in late 2001 and its place has been taken by the Internet Societal Discussion Forum (ISDF), again within ISOC. ISDF is a mailing list for the discussion of societal issues and the effects of networking technology.
PubSoft was a working group within ISTF, focusing on issues of free software, Internet access and economic development. Some characteristics:
very active and informative mailing list. The only consistently active workgroup list besides the main ISTF list
internal organization based on the "Apache" model: decision making through voting by those committed to the project. New people accepted through nomination

attempt to influence ISOC policy on free and open source software
