"Starting in 1997, ADL began working with key industry leaders to identify critical technical interface points around which standards for Web-based learning technologies might be developed ... Over time, these meetings culminated in a set of specifications that were incorporated into the ADL's Sharable Content Object Reference Model (SCORM)." They describe it as:

  • 'A reference model that defines a Web-based learning "content model"
  • A set of interrelated technical specifications designed to meet the Department of Defense's high level "-ilities"
  • A process to knit together disparate groups and interests
  • A bridge from general emerging technologies to commercial implementations
