The E-Rate program was created as part of the Telecommunications Act of 1996^?. Through the E-Rate program schools and libraries in the US get 20-90% discounts for Internet access, telecommunications infrastructure.

The program is administered by a nonprofit group called the Universal Service Administrative Company (USAC), is overseen by the FCC and funded by the telecommunications industry through taxes on individual telephone bills.
