(WCG) in collaboration with the U.S. Department of Housing and Urban Development. We have not been able to find the home page of the project so we fill in the gaps from news stories. CTNP is a for-profit program that aims to provide people with financial difficulties an affordable way to get online from their homes. According to a news story CTNP will subsidize 100% of all e-mail costs for the participants, and up to 35% of the cost of the computers used for Internet access. The HUD is interested in part in simplifying the paperwork associated with its services through online access. The project started in the Summer of 2002 in Indiana and Michigan and is expected to develop through midwestern states. It appears to be a consortium or partnership of a number of companies including in addition to WCG:
